I don't believe that locking up fishing grounds on a permanent basis is of any benefit to anyone especially the fishing fraternity and the various businesses that rely on the support of fisherfolks to make their living.
I Do however believe that closing certain sensitive areas until they recover is a Great idea and also the practice of bringing in sensible management practices after the area has recovered so that the fish populations can be sustained and thrive.

A good example of this is the Pink Snapper fishery in the Shark Bay gulfs where there has been a total ban ( except for a few ballot fish takes) for quite a few years.
These total bans have now been lifted because the stocks of Pink Snapper which are oddly indigenous to these bays and don't mix with the other Snapper populations have recovered quite well due to the previous bans that were imposed.
There are now strict bag limits for Pink Snapper and in certain areas of Sharks Bay the trip limit of 20kg of fillet for ALL fish taken has been reduced to 5kg which not only protects the Pink Snapper but other species as well.

This didn't happen overnight, and it took many years for the fishery to recover but at the end of the day there is Now once again a viable and thriving fishery for everyone to enjoy.
