Manual tilt seems jammed

I was playing around with the motor tilt and now it is stuck in shallow drive. No amount of trying will get the motor to drop right down. And yes the lever is in the right position. How do I get it to drop? Also it will not latch all the way up either.

Lack of use seemed the problem. Stuck a large screwdriver under the offending bit and gave it a lever...motor resumed lowered position. I still cannot see why it didn't drop, but it is fixed.
