ok, so I have reinstalled .NET 4.7something (the latest)

reinstalled the "program"

do I need .NET 3.5 if running in win7 compatability mode?

which application are you having problems with?

Win 10 in Win 7 compatibility mode is NOT Win 7 and won't behave in the same way.
There are other things to try.

yep and i've done most of them,,
was trying not to have to touch all the C++ packages as there are lots,,

I think there's some way of doing a Win 10 'repair' which restores the original files.. then work from there.

updated win 10 to creators, so I reinstalled the program,, this is no easy task, nearly 6 hours of cpu at 110% frequency and all cores at 100%....
same error..

open a cmd window as administrator

type

sfc /scannow

go drink beer.....

Sorry. I went to computer school, and the best thing I leant there was to get a Mac, which I did 20 odd years ago, haven't looked back..
