Are these nuts, suppose to have a locking tab fitted ????

Yes they are.
I found the tab washers don't always fit the aftermarket nuts though. Worth checking before you assemble & tighten.
I made a tool which fitted a genuine nut but I had to modify it to fit an aftermarket nut !
