I've been in the habit of taping over the cameras on my computers for about 10 years, I saw the little green light next to the camera turn on all by itself. I'm sure 'they' can still access your camera without the light illuminating.

I cover mine - habit comes from the old issue of video conference gear not shut down properly or remotely hacked and business discussions/whiteboard scrawlings observed by unauthorised.
