PO234-00 overboost & limp mode

Hi all. I had a issue a couple of times on my way home from a holiday towing my camper trailer where my D3 went into limp mode. No message on dash apart from special programs off. Checked the fault codes and one in particular PO234-00 (68) overboost would be a highly likely candidate for limp mode being activated.
Any thoughts? Could this be the turbo actuator sticking?
