I am guessing it is an impound yard. If you look all of the vehicles are damaged to some degree.

Defiantly in the impound yard surprising that they could not pry the car off the pole must have had to cut the pole off or it snapped off with the car when it hit. Even if the person didn’t make it I bet they charged the next of kin for the damage to the camera and pole. 8O

Probably just a red light camera thats been clobbered as the car has attempted to turn at high speed through the intersection.
