Yep. easy as that.

Real estate lobby boss tells struggling renters to "get two jobs" (https://thenewdaily.com.au/money/property/2018/09/07/gunning-get-two-jobs/?utm_source=Adestra&utm_medium=email&utm_campaign=PM%20Update%2020180907)

Right so two jobs ? Many struggle to get enough hours with their one. Then you will likely need a decent car to get about , more cash out before any savings. Or move a great distance out then become potentially more isolated from what you actually work for , besides a dwelling. Not everyone wants to live out in the burbs or rural as the migration to cities world wide prove.

I think the Royal Commission should move onto the rental market. Is there any control over these greedy bastards, or is it open slather?

That’s why I send my Eastern European rent collectors round to my tenements. Cash only and no reciept. The banks do the same for the mortgage repayments.
