A Horse Drawn vehicle does not need a licence or rego , wonder how you would go with one of these ?

Great idea, but yes it now becomes a powered vehicle. I suppose they will have a special excemption from this.

It's a nifty idea, especially as it give drivers back their jobs. Who knows, we might yet see something like that here.
