Discovery 2 starting problem

Having problem with Disco 2 Auto. When ignition is turned to ACC it starts automatically and have to select a gear to disengage the starter motor.
Windows also won't do anything. fuel cover won't open when ignition if off and central locking wants to work when buttons pushed on key fob but nothing happens.
Has a Brand new NS70
I'm hoping someone out there has come across this problem or could advise me what to do

x3^^^ (to be specific it's about the interior fusebox), eventualy swap it with a known good one just disconnect the battery first and after the swap and battery reconnection let ignition on II for 5 minutes(that's the procedure as the IDM and BCU to regain digital data communication) ... and if this was ruled out without effect i'm affraid you'll have to replace the BCU which is not just plug and play cos complex programming with dedicated tester is needed
