Hey all, I need some help with a transfer case issue I'm having - my 1996 p38 4.6 won't go into low ratio when selected. It just beeps continuously while flashing on the low side and "select neutral" on the dash. I can select all the gears while on the low side and it drives in high ratio while displaying "slow down" or "select neutral".

I have replaced the motor, pulled apart the motor and regreased it then supplied 12v to the motor which turns it (I will note there is a bit of sparking from the wire connected to the 12v supply) - no change.
Today I bought a replacement transfer case ecu and plugged that in - no change.
I have also pulled apart the H gate assembly and there are no obstructions.
I can turn the selector on the transfer case manually and it will go into low and drive in low.
Putting a fuse into #11 and "Transfer Neutral" is displayed on the dash however I can still drive as normal.
Bcem fuses are all ok otherwise.
With the shifter on the low ratio side, I tested the plug and had approx 0.3v on the two motor pins, and 5v to the other 5 pins.

I'm starting to run out of ideas here...anyone had a similar issue or suggestions for my next step?

Update: I put 12v down both outputs of the Transfer ECU and both read 12v at the motor plug. I also tried a transfer ecu from a p38 with working hi/lo and no change. I put my original ECU in the working p38 and it changed fine. So I can rule out the transfer ecu and any break between the transfer ecu and the ratio motor.

Given that the change between High & Low is while the gear lever is in the Neutral postion & you're getting the 'Select Neutral' message, it is possible that the transfer case isn't getting the Neutral signal. Does the car start in Neutral as it should?
