I'm sure a few a have already come across this one:

About Speed (https://speed.cloudflare.com/about/)

Internet Speed Test - Measure Latency & Jitter | Cloudflare (https://speed.cloudflare.com/)

The stats at the bottom of the page are interesting. Also, shows my download to be worse than other tests do.

Anyway, another one to throw into the mix when troubleshooting....

That's troubling.. I tested with and without the VPN. It shows vastly different results to Ookla.

Edit: Should have said vastly different with the VPN on. Much the same with it off.

One that might make you feel better about your connection, if on FTTN, is this one:

SpeedOf.Me | Internet speed test for all devices (https://speedof.me/)

You might already know of it. I think they somehow include the "overhead" component of the traffic, which seems to be 6%-7%, as explained in this article:

Online Speed Tests: The Best and Worst and How to Use Them | Increase Broadband Speed (https://www.increasebroadbandspeed.co.uk/speed-test)

It is important to realise that because of the way the broadband system and the Internet have been designed, the actual throughput of your connection (i.e. the real speed for the applications that you use) will be lower than the connection speed. Firstly, there is an overhead in getting the IP packets from the ISP to your modem, which is reflected in the so-called “IP Profile”. Secondly, IP packets don’t only contain useful ‘payload’ information and also contain headers about the information sent. As shown in the table below for VDSL fibre broadband, the real throughput (for example, measured by an online speed test) will be significantly lower than the connection speed.

My PC is very slow with the VPN turned on but lightening fast if I turn it off.
With emails I can receive them with it turned on but have to turn it off if I wish to send an email.
