Mr Beckett reports that one of the smart Fobs is "not accepted" I see where the car actually tells us if the battery is low when that if that happens, so that would seem not to be the case here..
so? unsynced?
And this from Mrs Pedro...
If her fob is in her bag in the car, and we get out bagless, will the car lock using my fob?

Try changing the battery first, if no joy, then dealer time.
Yes, with one fob in the car you can lock the car with the other fob outside the car. Sometimes I have noticed it objecting - if it is locked, and you open just the tailgate while the rest of the car remains locked, then close the tailgate again, then it may object if the 2nd fob is still in the car.

Just make sure the dealer gives you both fobs in a functioning state.

Also, I'd not lock a key in the car... some thief might see the bag and decide they want it and get a car along with the bargain.

If you can see anything in mine you’re on the bonnet peering through the windscreen
