So sometimes when i fill up - the tank is full of froth - it overflows immediately even with only fumes left in the tank.
also
sometimes the motor wont (start) turn over due to what I assume is fluid of some sorts in the cylinder. shell turn a bit then seize. I'll have to wait a few minutes the try again at which time she starts. <- this only happens after a long time between starts, overnight time periods.
I kinda know the head is cracked, but really want you guys to offer an alternative viable explanation.

other than frothy fuel in the tank and pulling the injectors then getting them tested, not that I know. The cylinder balances will be off on the injector thats leaking but you'll get that from a bad injector seal or a cracked head

Can't say anything about foaming in the fuel tank, but how is Your oil level?
If You kinda know? there is a crack in the head?
I had a crack in the injector #1 socket, and I drained ~12 liters of oil(and diesel) from the sump on mine. Coolant was fine.
Had the head welded and have been fine ever since.

You are probably using a high flow bowser. Start dispensing slowly, gradually increasing the flow.
Diesel will always froth during transfer and create static electricity.

How hard are the glowplugs to remove?
I'm thinking of removing them one by one until the hydraulic locking releases.
At least then I can swap out that injector - hopefully it is just a leaky injector

This thread (https://www.aulro.com/afvb/technical-chatter/243836-td5-glow-plugs-2.html) may help.

Oil level is rock solid, as far as I can tell there's zero diesel or water contamination.

Of course, if its cyl #5 you're screwed... lol. Not really, I guess if yo remove the first four and it still locks up you've narrowed it down..😎

Not really hard at all.
Just remember theres only 4 of them [wink11]
You might need to get new hats and leads for the plugs tho, might be a bit brittle if they are original.
I got a repair kit that has new hats with a length of cable, just cut the old ones and splice new ones in.
Like this, but did not pay anything near that much for the set of 4.
