It's probably been answered clearly and concisely many times on the series 'Utopia'.

I think it simply means: 'we announced something we don't understand, therefore we won't be doing anything for a while, which allows us time to hand out lots of money to our corporate mates who will produce AI generated reports that strategically omits key info, so that whatever this thing is that we don't understand can be manipulated for the purpose of generating a budget blow-out that the next administration will have to explain.'
