I have a problem with my 98 Defender (or do I?). On approaching a rise driving in 5th gear I attempt to drop back to 4th to keep revs up (diesel). It is almost impossible to get it into 4th above 80k/h. Is this usual or do I have a problem considering It will cruise in 4th at over 100k/h? By the time I can select 4th I have lost most of my revs and so I am back in 3rd or lower lumbering up the rise. Any suggestions?

The symptoms suggest the synchromesh is performing poorly or the clutch is not fully disengaging, probably exacerbated by unsympathetic driving. Have you tried double declutching?
Have you checked the oil level and type of oil in the gearbox? This gearbox seems to be quite fussy about the type of oil, and this fussiness shows up mainly in the performance of the synchromesh. Do a search on oil type, it has been discussed extensively a few months back.

Tis not normal..my 98 defender go's gear up down no dramas at that speed indicated by yerself..

I'd say you have a problem. Is it something that has always been that way? are you new to the vehicle? The defender box seems typical of land rover boxes in that you need to be a bit slower and very deliberate with your changes.
Having said that I have no trouble with changes above 80kph.
