The rear bar (as pictured) is gettting a little ratty with some surface rust on it, I had a quick look and it looks like its pretty well stuck on the back..
Am I able to remove it to clean, prep and paint or should I just mask, clean and paint it ?
Hope the trust can help!

err no.
Integral part of the chassis. You'll be able to drop the Hayman Reese receiver off.
I've just masked off and sprayed it in the past. The worst rust risk is rusting from the inside out if you do not wash the crud out regularly and rustproof in there.

I am guessing some anti rust spray paint from good old bunnings ? seeing it comes in black its all good ?
I will move the trailer connector at the same time, gets full of sand there!

I have done it with the anti rust spray paint (black) you have mention from bunnings. Before applying the spray, I have cleared the surface out of rust with sand paper. But remember to carefully mask the body panel before you spray. You would not want any black dot on the body panel.
I have also painted some of the paint damager under my defender, it works well.

One of my jobs on the to-do list is to treat some minor rust inside the crossmember. My plan of attack is:
1. wash it out
2. remove flaking/loose rust
3. spray phosphoric acid based rust converter in there
4. clean out rust converter
5. spray with penetrol to get into all the nooks and crannies
6. treat with killrust primer
7. two coats of killrust epoxy paint

On the basis that my '96 has a few more holes than standard, is it a major job to renew the whole cross member? Providing that I can find someone with a welder!

2 ways of getting it off,Oxy set or 9" grinder:D :D :D :D :D
I agree with the others just repaint, even with a brush, after a good clean up.
Lanotec (lanoline) productas are VERY GOOD to spray inside the chassis where you can.
Note to oneself DO IT TO BLACK BETTY, before she becomes UGLY BETTY.

My rear chassis member is now full of diesel from my leaking tank.....so it should be nicely rust proofed.
