All it would take now days is to have one of those supposed anti-corossion systems "mis-wired" to the vehicle.

my mate did this years ago to his Toyota Tercell, he just ran exposed wires from the battery, through a two way switch in the cab and down the length of the wiper blades to stop parking tickets and flyers being placed on his windscreen.
He got fined, cannot remember how much but they stuck it to the drivers side window along with a defect notice
