QLD car Safety Certificate

was talking to a guy yesterday that lives out west,, and he said that certain areas dont have to obtain safety certificates to buy/sell cars(in QLD),,,

Anybody know about this?

probably areas where it is too big a trip to get to a certified mechanic for the inspection...
