This is located behind my instrument cluster, and I found it whilst exploring my 110.

Is it to adjust the steering column?

looks like the earth tab for the pozidrive 8 tract conflabulator, if that is a caprice green vehicle, wasn't fitted to the flamed black ones though.

I think "support" rather than "adjust". The slot, as in many places in the Series/90/110/Defender bodywork, is to allow for accumulated manufacturing dimensional tolerance. From memory the setup in the 110 is slightly different.

l really don't have an answer ! but Ive been on here for a while and i still cant work out how to paste my pics on my post's like that i can only manage to add attachments !!anybody??? :D

Well my answer is not the correct one, but as i will have a go anyhow and increase my post count....

Bracket to hold the Dash and its slotted as Defenders are hand built and the tolerance is crap.

You are probably right. When looking at the steering column there isn't all that much tolerance to adjust with.
