They are a resistor which affects the engine sensors and causes the enigine to run rich.
Google them, e.g. see EBay "Performance Chips" - 3.8Wiki (http://www.3.8mustang.com/wiki/EBay_%22Performance_Chips%22)

They do work, just not as specified by the seller. Most newer engines run lean to save fuel, these add extra. Also overfuelling on petrol engines stil ladds a little more power, but also runs slightly cooler.
I have ported my engine, as well as removed many of the intake choke points, and have used them to account for the free-er flowing air. This is the only situation where it would probably make much difference.

Ps let me add, +20HP is more like +2, but my fuel consumption did not get worse so im happy.
PS2 dont buy one, get a trimpot/few diff resistors from dickies and try different ones until it runs how you want.

On a freeloader, any gain is a positive - you gotta take what you can get :wasntme:.
