Pro Ma MBL oil additive?

A local mechanic swears that the Pro Ma MBL oil additive is a great product which reduces oil consumption, increase power and horsepower etc etc. (Pro-Ma Systems - MBL8 Concentrated Oil Additive (250 mL) - Exclude UK (http://www.pro-masystems.com.au/default.aspx?DN=188,135,14,1,Documents))

Does anyone have any opinions on this stuff?

Would it clog up oil filters?
