I recently bought a BU353 GPS mouse to connect to the laptop thru Oziexplorer. When the car is moving it tracks beautifully along the road.
When I stop the cursor starts oscillating, the speed varies 0 - 2kph,
Alt varies by as much as 50 meters.
I tried it in another laptop with the same result
Any suggestions as to what may cause this??

thats easy its the built in "error" of the signal from the GPS sattelites.

your gps may be out as much as 50m because of this, when your traveling the error is usually ironed out by averaging, When your stationary the averaging part of the software keeps doing its job so it appears that your moving in circles as it calculates your average position out of incorrect plots.(zoom right in and you can actually keep track of some pretty patterns on some GPS units).

On some gps's Buried somewhere in the options is an option to ignore an motion at less than a certain speed or to control the position averaging part of the software.
