adding circles to jpegs

Just after a proggy to add stuff to jpegs,,
circles, arrows, text etc

Paint will do it, but there are better programs. Also try https://www.photoshop.com/express/index.html - Adobe's new free on-line photoshop tool

umm..... how basic do you want to get? tried MS paint?
