Microsoft Photo Editor will do it or use Irfanview - IrfanView - Official Homepage - one of the most popular viewers worldwide (http://www.irfanview.com)

Try this: PhotoEdit 995 (http://www.photoedit995.com/)

I have it but haven't tried it yet (I bought the whole software suite after trying a couple of them).

GIMP - The GNU Image Manipulation Program (http://www.gimp.org/)

Versions for all operating systems, does a lot more than just resizing.

I use thumbnailer V5...

Smaller Animals ThumbNailer (http://www.smalleranimals.com/thumb.htm)

they're up to v9 now but v5 still works in XP and was written for 98 and IVe had it run on 3.11 (just because I could)

If all you want to do is reduce the resolution just use Windows Explorer.

Open Windows Explorer select the photo(s) right click and select "Send To,Mail Recepient" option,

"Send Picture via E-Mail" dialog box appears

with the "Make all my pictures smaller" radio button selected, use the "Show more options..." link,

You will now get the option to resize your picture to 640 by 480 through to 1024 by 768.

After selecting the size you want your picture(s) converted to use the "OK" button,

an e-mail window will appear with all your picture(s) resized and appearing in the attachments for the e-mail,

drag your picture(s) to a folder (desktop will do) OR

right click on picture icon and use the "Save As" option to rename and save the reduced picture file to a new name and folder (I usually add "640by480" (or what applies to your size of picture) to the file name before saving) and Voila you now have resized picture(s)
