You could probably get something like that approved as an ICV.
Would probably have to add:
windscreen with wash/wipe/demist
proper lighting
wheel coverings
roll cage padding
restraints
probably a bunch of other minor things and possibly smaller tyres.
Not really that different to a PRB clubman - just a LOT better offroad ability ;)

not sure about the departure angle, that spare might get in the way!

A point of note: in Qld anICV does not require a windscreen and ancillaries.You can have a small deflector but, If you have a screen then you must have all the other bits wpiers/ demist etc.
By the looks of it, this vehicle only needs rear view devices, indicators padding, wide guards and DOT tyres. You should be able to have the larger tyres engineered to pass.:)
