was told by mechanic 95 Defender drop arm must be replaced as rubber boot torn and item not serviceable-does anyone know if I can just get a rubber boot for this as ball joint appears to be fine?Is ball joint serviceable?

I don't know if you can get the rubber only, but you can get a ball joint kit, and yes, the joint is serviceable. It is even possible to service it without removing the arm, which is just as well seeing that these tend to be very firmly attached.
The kit should be about 10-15% of the cost of the arm, and even though servicing it in situ is pretty fiddly, it beats trying to remove the arm.

What Phil said. Only need to replace drop arm if the kit can't be fitted due to severe corrosion, OR the splines are worn from it being loose. A kit is the way to go, the non repairable drop arms went out with the early RR's, and if it is only a boot needed, the Repco branded tie rod end boot part number 'TE3' is the right one. About $5.
