To all Fishos.
PLEASE PROTEST about the new WA fishing fees.No mater wich state/territory you are in PROTEST!!!!
Dont forget,if they get away with it in WA your state may be next.
Send an email to the WA Fisheries Minister,Norman Moore stating your objections ASAP.

Fishing licenses and West Coast restrictions.
The Government/Cabinet/Minister have decided. Announced 2 July. Apply from mid October 2009.
2 month closed season for West Coast demersal species 15 Oct to 15 Dec each year.
More demersal species included in the West Coast list, not just a "vulnerable 5". Coral and Coronation trout, Cods, Dhufish, Emperors, Baldchin groper and Tuskfish, Blue Groper, Hapuku, Bass groper, Trevella, Grey banded rock cod, Parrot fish, Pink Snapper, Queen snapper, Red Emperor, Red snapper, bight redfish, nannygai and swallowtail, Tropical snappers and sea perch (mangrove jack, fingermark, job fish, stripey sea perch etc.) Foxfish and Pigfish.
State wide boat licence fee $30 for any fishing from boats, (unless the activity is covered by one of the separate licences also held, eg recreational rock lobster)
West Coast demersal fishing licence from boats $150 per year, $20 for 1 day, $60 for 14 days.
Other licence fees increased to $45 each. Umbrella licence removed.
50% discounts for Pensioners and Children under 16. Children under 16 fishing with a licenced fisher don't need a Rec boat fishing licence if using part of the licenced person's daily bag limit.

Shore based fishing for finfish doesn't need any licence, that means shore based catch of demersals doesn't need a demersal licence. Closed seasons for West Coast demersals applies to shore based fishing too.
Revenue raised from the new licensing system would be quarantined in a recreational fishing trust and only spent on matters related to recreational fishing.
The review reports which were part of the decisions on restrictions will be released.
Mixed bag limit for lower risk category 3 fish in the West Coast bioregion will reduce from 40 per angler to 30 and for medium risk category 2 fish from 16 to 12.
Tailor slot limit changes to only 2 fish over 50cm (previously only 2 fish over 60cm) within the unchanged 8 per day bag limit.
Review of all these after 12 months of operation.

Recfishwest has predicted a public outcry over the latest measures announced by Fisheries Minister Norman Moore.
Recfishwest executive director Frank Prokop said that despite recognising the benefit of a recreational fishing licence system, his organisation did not support Minister Moore's new fee structure.
"Fees for different activities such as fishing for rock lobster, abalone, marron and fresh water species have been raised and standardised to $45 each," Mr Prokop said.
"The addition of two new licences - $30 for anyone fishing from a boat and an additional demersal fishing licence costing between $20 a day to $150 annually - means that keen anglers who want the complete suite of fishing activities will have to pay $405 per year.
"This is in stark contrast to the previous umbrella licence which cost $81."
Mr Prokop said that despite flaws in the previous umbrella licence system, Recfishwest believes at the very least, that a discount for fishers who undertake multiple licensed fisheries must be included in the new management structure.
"We agree with the plan to quarantine funds raised through the new licence system into a recreational fishing trust account," he said.
Recfishwest will be steadfast on ensuring any revenue is managed by the recreational sector for enhancement and management needs of the fish resources we access.
"Our preferred licensing model would be for a much lower fee shared amongst all recreational fishers," Mr Prokop said.
Recfishwest supports a state wide boat fishing licence, but as a step towards a general angling licence. This would spread the financial cost, allow for the needs of all fishers to be met and provide data across all recreational fisheries.
"The extremely high fee structure is obviously aimed at helping to make the recreational West Coast Demersal fishery cost recovered and we are concerned this cost will act as a financial disincentive to fishers who wish to target these species."
The commercial West Coast Demersal fishery harvests 50% of the resource, but its fee structure is not even close to being cost recovered.
However, Mr Prokop believed that there are some good elements to the package.
We support the moves to introduce new bag limits on category 2 and 3 inshore species and to fund new research into the status of these stocks.
Recfishwest strongly supported the change to the tailor slot limit to become two fish larger than 50 cm instead of two fish over 60 cm which will provide additional protection for larger tailor.
Recfishwest supports a two month closure as opposed to the four month closure proposed by the previous government.
We believe that it sends an important message to anglers that we have a part to play in managing stocks of species such as dhufish. Recfishwest believes that the government has seriously under-estimated the impact the closed season combined with extremely high demersal licence fees will have on reducing recreational participation and catch.
"The performance measures for the fishery must be developed such that they allow the recreational sector to benefit from a stock recovery. We also urge an independent assessment of the impact of these management reforms and ongoing review." Mr Prokop said.
Recfishwest is also pleased that the government did not pander to the irresponsible demands for area closures from radical marine conservation groups.
"One of the benefits of licensing is that it allows the recreational sector to have greater influence on management reforms. Recfishwest is also calling on the government to apply the same risk and cost recovery principles to Marine Park management where proponents contribute nothing financially to management."
Mr Prokop expected strong opposition to these proposals in a number of areas, especially given the extremely high cost of fishing and the contribution it already makes to the economy.
"The money MUST be used responsibly with the benefits of management being returned to recreational fishing.
After all, this is a $750 million industry and an essential component of the Western Australian way of life." Mr Prokop concluded.

I am just stunned they have done this. Another recreation activity being kept only for the rich and elite.
Glad we are out of this range currentlly.
I just urge all WA fishers to join together and veto it by not paying the licence or fines.
WA fishers have been very receptive to bag limits, fishing seasons and catch sizes and then get shafted with this for cooperating.
Commercial fishers are left alone and the closed season is not even the Dhufish breeding season.

Yep, it will happen. We believe it will be extended to here by 2011. Apparentlly we will be required to still pay the $30 a year fee. Well I for one will not be paying any fishing fee. We already pay enough to fish now supporting bait and tackle stores, fuel, boat rego and insurance, club fees and maintaining a club for education of future anglers.
The only way these prats will get the message is if everyone takes the same stance and just does not pay it.
Inciting rebellion, yep sure am.

We have a 'General Fishing Licence' fee in NSW at $25 per annum for 'all styles' of fishing both fresh and salt water .
We get detailed reports on where this revenue is spent and they actually email or post reports on re-stocking freshwater fishing systems across NSW.
Most NSW Fishos are happy with the Fees and the Results to Date .
Those new Fees and multiple charges are way over the top in my opinion for WA .
You have every right to complain - and I will send an email also ;)

Well this just about makes my mind up for me to sell the boat. I haven't used it in 5 - 6 months and it's only done about 50 hours in 4 years from new!!!
Total waste of money and I ain't wasting no more on insurance, rego etc. and now this.
Advert soon in the weekend papers as I can't be bothered trying to change pollies minds about yet more money grubbing.

That's pretty rude !!! $405 per year to go saltwater fishing ? .......... i for one can't see how this fee will improve stocks ? Perhaps WA fisheries needs to implement a better managment system for their fishery and also look at what impact the commercial take is having on the demersal finfish fishery ...... Penalizing ordinary ppl who enjoy a fish is wrong.
This equates to locking up national parks by restricting access to a public resource, a resource we the public already own, and also looks like a blatant money grab !! ....... All you need to say is this

I'm in WA Kev, I thought my location was in but it's obviously not so I'll update it.
I'll rescue the boat from daughters back yard soon, change the oil as it might be a bit off from lack of use, same with the fuel, pump the tyres up and advertise the thing in Sundays paper.
Should fetch a reasonable sum according to what's being advertised.
I thought I'd get a lot of use from a boat as I live close to a small marina but never seem to bother, and when I do I don't catch much fish so I'm not paying an extra 150 bucks a year to our useless pollies to do that!:mad:
Maybe they should check the pros a bit closer and see how much under reporting goes on if they want a true indication of fish stocks.

Labor have said they wont back it,1 and possibly 2 Liberals look like crossing the floor to vote against it.
They collected 11000 signatures on a petition at the Perth Boat show last week.
There is talk of a $30 licence for all fishers,surely a much fairer option.

Its no different to the usual tact the government here takes.
Mismanagement of the fishing industry here for years purely for the export dollar leads to the general public copping the bill as its the easiest way to generate cashflow, hide it for a few years until all the fuss dies down, then spend it on other things like Belltowers, exhibition centres and other useless **** we end up with from the pollies bignoting themselves and producing pointless landmarks.
I have just had to delete sooo much of what i wanted to post.
This State, as much as I love it, really needs to wake up to itself and get with the program before it all turns to **** and this is the kind of situation where we all lose out.
Standup, be counted and do something not just for this State, but the precedence that could be set for others.

They had Norman Moore on talkback this afternoon discussing the new fishing laws.
Despite the Labor party rejecting it,members of his coalition threatening to vote against and many calls to drop it he says he is staying firm and not droping or changing the new rules.
An interesting call from a south coast fisherman.His thoughts that many would head to the south coast or further north than the control zone.The minsters response was that they would follow fishing trends in these areas and if need be will impose similar controls.

Looks like Norman Moore is getting stuck into the commercial Crayfishermen aswell as the recreational fishers.They are looking at letting the Crayfishermen only deploy 25 to 35% of their pot licence this season to protect a predicted fall in crayfish breeding stocks.

Recfishwest along with those involved in the rec fisho industry plus all us Fishos that have protested against the new fees look like having a victory:cool::cool::cool::cool:
No final answer yet,the new proposal seems to be,no demersal fees,skipper only to pay the $30 boat licence.Catches restricted to 2 demersal fish,ie 2 Dhu Fish,2 Pink Snapper,or a mix of.
Still not finalised,BUT the government have taken the huge protest against the fees on board.

Great News.
The new fees have been abolished:cool::cool::cool::cool::cool::cool:
$30 licence fee for boat fishing(skipper only),2 Demersal fish only in bag limit,only 1 Dhu Fish can be caught.2 month closure of season to remain.Max 6 Dhu Fish can be caught on a charter vessel.

Very good news for all fishers. Certainly leaves Norman Moore looking stupid but as all pollies have hides like rhinos that won't bother him at all.:D
In the light of this I may even keep the unused boat a while longer!
