My understanding is that a roof cupola would be a small turret like contraption normally housing a machine gun or similar. The item here is possibly a catch that stops it from spinning around when you don't want it to.
Unless you have a machine gun nest mounted on your roof, I can't see much need for it :D

The only cupola's i knew were on the mog, so you could stand on the seat and look out over the cab, didn't know any army rovers that had them, but thats not to say they didn't exist.
