Can someone please tell me what this does

Obviously part of the exhaust for a reason, but what does it do?

If it is restrictive to the exhaust flow, does it need to be there at all ?
Also, do these things have a tendancy to rattle, as I have an exhaust( not engine), type rattle.

Its a flex joint so the engine movement (eg vibrations etc) don't crack the exhaust. Graeme has found a solution to the restriction.

it also stops the exhaust from snapping the turbo in the event of a rear end prang or side impact wrenching the pipework around.

The rattle could well be the Turbo heat shield. There is a metal bracket underneath the can break...
