Looks like the engine is the 'frame'. Rim fixed rotors... nothing new really in the design.

Interesting posture, very upright considering the short distance between seat and bars. Reminds me of a buel.

Quick Google revels it to be a two wheeler with a WRX engine.

Looks like an intercooler on top of the engine under the handlebars.
