Rear wheel carrier - plans/blueprints?

My father-in-law is a very good boilermaker, and is willing and able to make me a rear wheel carrier for my 95 Defender wagon.

I'd prefer one that opens with the rear-door. Does anyone have or know of plans to manufacture one?
