I would test the camera/lens in manual focus mounted in a tripod.
Also I suggest to use hyperfocal distance technique and see the results.
If does not improve test the camera with different lens and see if there is an improvement.
There is a possibility that the auto focus in the d30 is slow and the lens is hunting on auto focus.

I'd be interest to see how sharp the separate images are. One of the things that can occur in HDR processing is a softening of the detail to all or part(s) of the resultant image. Most software allow you to "sharpen" the detail but not all will allow you to control this over portions of the image.
