If it is HDR (I do not think so) how it is possible that there is not movement in the cars on the road?
a gradual neutral density filter (that I often forget to use because of the post processing availability) could also be the answer.
you can fake a HDR by adjusting exposure in post process with virtual copies too

Green channel is elevated and contrast. Very low level HDR if it is, which I doubt. More likely just a good shot and a little pp.
HDR can be done showing little to no movement using a high frame rate and the latest stacking algorithms.
