Did you get there early?
I'm wondering if the city lights are still on at twilight.
We got there just before first light. I arrived at 5:15 ish and Mark was already there. The pre-dawn was pretty dull. Once the sun had been up a for 30 minutes we were thinking of leaving and suddenly the sun poked through the clouds and there was 10 minutes of the most amazing colours, light beams, etc. The pictures truely did not do it justice.
Mine was taken at 06:17. At 06:19 the sun burst through and that was the end of shooting.
There were lots of lights on, but the later shots don't show them as it was daylight.

Disappointed in this last one. It was still fairly dark and I was crouched down between the rocks. To get the shutter speed (1/200) and dof (f16) at 10mm I had to go to ISO1600. This was the middle of a series of shots, the last few taken as I was jumping out to the way!

Very nice photos.
In the first 2 image you can recuperate a lot of the shadows with Capture NX2.
