I guess my response to you is that the problem must arise from either preparation or application.
A girdle would give the sump twice the opportunity to leak,as (I assume) it sandwiches between the sump and crankcase. Another explanation may be that the girdle is moving with crank rotation . Maybe it will never seal. Perhaps dowels inserted in the block to tightly locate the girdle would help but I don't think they would last long given the crank forces.
I would just do it again Sam with special care in preparing the surfaces by making sure the surfaces have no oil on them by using primer after a dose of maybe carbon tetrachloride.
Then make sure to leave the stuff to set and follow the instructions to the letter.
Another thought I had is that you may have high crankcase pressure , and this allied to insufficient mature time , blew out an area.
Your oil loss is more than just a seep , it is a flow.
