Accumulator fault, the pump is more than likely fine. ALWAYS try an accumulator first, it is way cheaper than pump.
A failed Accumulator will show up as LOW or NO hydrostatic pressure in the system, like you experienced.
It will also cause the pump to continue to cycle on and off as the pressure builds and then diminishes.
Always replace the ABS pump relay after this repair as it is getting a hiding with all that intermittent current draw.
