Those "bolts" are tube nuts once attached to the air injection system plumbing. The pointy bits are probably the ends of small sheet metal screws jammed into the broken off pipes. I don't think I've ever seen an intact set of these things at this age. You'd be dead lucky to get any, anywhere.
I haven't got the foggiest on how you'd recreate them, the only thing I can think of is a straight LPG conversion that your authorities may pass on without the air injection.
I am pretty sure that 84s had the leaded high comp engine with terrible cam and air injection.
I believe there should be a steel rail above each exhaust manifold connected to ports where the bolts are next to the manifold and an air injection pump . there should be hoses joining this up to the air injection pump via thermostatic switches.
There should also be a complicted flap thingo that goes on the air cleaner to direct air from the exhaust manifold when cold along with the relevant thermo controls to switch the air intake from down on the manifolds to up between the heads.
IMHO , your chances of finding this stuff now are zero zilch nada. Unless there is a train spotter on this forum who has the last remaining example of this unloved setup in the world. Maybe bribery or pleading would be more appropriate/successful.
I am surprised that you were not called on the K&Ns as open air cleaners are prohibited in NSW anyway.

It may be your lucky day - just had a look at my old 3.5 sitting in the shed - the air pipes and most of the kit is still there. There is no air pump, but it looks like it connects up to the air cleaner with some pipes and stuff. I also have a factory air cleaner which may help your cause.
IF I can get the pipes off in one piece, they are yours - I've only kept the 3.5 as a spare for the 101, so I don't need all that stuff now, and the Classic is now EFI.
I'll post some pics tomorrow of what I manage to salvage for you, and how it all goes together on the engine.
With that stuff on it, as well as the factory air cleaner, and a charcoal canister, it will look bloody close to what it left the factory with - should be enough to fool most I would think.
If you can wait a week or so, I could probably get them to your doorstep as well. :)
I gas converted an 84 RRC last year that had most of this stuff in place, if not working. There is no pump, just some hoses going into the stock air cleaner can. They make a horrible warbling sound when connected as the non return valve in the end nearest the air cleaner rattles away. Many people block them off even when present and correct.
Bacicat's offer is as good as it gets, hopefully the pipes can be coaxed out of the heads intact. I'd be applying a few days worth of penetrating oil on the fittings first, though. Those pipes are fragile and easily twisted off.

Good news - the air pipes came off easily.:). So, I've got them, the air cleaner, charcoal canister and all pipes, mounts and clamps that should go on your engine - it even has a sticker on the air cleaner housing saying ADR 36 - HIGH COMPRESSION ENGINE - which is what your is (or should be). That should keep you mechanic happy on that front - hope he hasn't picked up too much else wrong with it.
Air filters are in good nick too - they were only replaced a few KKM ago.
The pipe on the canister that is blocked, was blocked from the factory, the one that has nothing going to it runs to the fuel tank vent pipe. The large hose that splits to the 2 smaller hoses goes to each carby. I can show you on your car when I drop them off if you want.

One thing I will ask of you - can I get the plugs that are currently in your engine, so I can plug the holes back up in my heads.
EDIT - just noticed from your photos that you will need the rubber pipes from the air cleaner to the alloy bends that go to the carbs - I didn't come across these, but I'm still cleaning up the garage, so I may find them yet.

Plugs are standards pipe fittings, I got a set from pirtek for $2 each.
i wish i saw that when i did my engine years ago, i think i paid ~$8 each at a bolt shop for grub screws
