The return line does feed directly to the swirl pot. The main issue here was the 30 or so litres sitting outside the swirl pot only getting in by splashing or through the valve at the bottom. Even with a surge tank, which I may still go with, it isn't ultimately going to help it with supply, sucking air from an empty swirl pot, though it would delay any temporary air pockets. The standard inlet valve into the swirl pot is functional but tiny, which is why I drilled the holes to allow fuel in faster. As I said, it's all going well for now, but I can see where a surge tank would be very useful for long seep climbs or descents.
