The dwell angle is adjusted by setting the points gap initially by feeler gauge, then having a dwell angle meter connected to read angle while running. You then up the dwell angle by closing the points gap or reduce by opening the gap a bit more.
The dwell angle is how many degrees of the dizzy rotation (between firing the plugs) the points stay closed charging up the coil.
Is your coil ok? have you got another one to try?
40 degrees advance sounds a bit much even though I am not familiar with your donk.
The two ways of running vacuum is manifold or ported.
Manifold vacuum gives you advance when idling and cruising and is how it was done pre emission.
Ported vacuum is off the carby and there is no vacuum to the dizzy at idle then progressive vacuum as you open the throttle.
