The only problem that I see is the weight on top cracking the welds on the A & B pillars
So OK (I guess) for 1 or 2 Tyre's + light stuff ... But don't add weight of fuel + ect

And yes, genuine LR.
It's actually a 3 piece rack - the sections slide together - so if your handy with a bit of tube, it would be easy to extend it.
The bars that run parallel with the gutter on the other photo (under the spare) are not original though.
