    At GM-H in the 60's - 70's we had an option for Govt. orders of an anti-theft fuel spring. A spiral spring fitted in the filler neck so badmashes could not get a hose down the neck. Most state govt, shire council, Qango tenders for vehicles specified one to be fitted. You can probably get one from UES or similar suppliers.

    Frankly my main concern is not the theft of fuel from the tank but the contamination of the fuel.
