I beleive many use the ICOM 400-PRO which has an option to transmit at 25watt.
Doesn't really help with the range, but screams over the top of everyone else.

Having extra transmitting power will not make a difference to the volume of the received signal, especially if you are travelling very close to the transmitting vehicle. (as opposed to the strength of the received signal) I have "tested" this many times. If the transmitted power is too much it may cause some distortion to the signal received if you are too close.
Perhaps the person transmitting is talking much louder into the mike, or has the mike closer to his mouth, also things like the quality of the set and antenna set up make a big difference.
