    Merging pdf files

I am helping a young family sort through the maze of bureaucratic red tape which seems to proliferate like Patterson's Curse

We needed to get several people to physically sign a document and submit said document electronically to a Govt Department. The problem is that the people who had to sign are literally continents apart.

They have now each signed their required page, scanned it in high res form and forwarded it to me as a jpeg file. I need to convert these jpeg files to pdf and merge each page along with other pdf pages into a single pdf document.

Without spending $679 on Acrobat pro or $500 on Acrobat standard, is there a safe way to achieve this at minimal or no cost?

I have done a fair search on how to achieve this but am wary of online stuff where I have to upload, some unknown mob supposedly convert it and then I download the result... it is a sensitive issue and I don't want it to end up on any more servers than it has to

    Would welcome advice

    thanks

    Free PDF Creator 6.8.0

I have used this, sounds like it will meet your needs. Note it is not a PDF editor as such, you can't alter the content of a page, just manipulate pages.

Download, install and open then drag and drop your documents - any combination of pdf files, word files, jpgs, spread sheets etc into the PDF Creator window. You can then - reorder pages, rearrange pages, rotate pages, delete pages etc then merge and save as your new pdf.

All done on your PC, no upload to cloud and cost is zilch

print each JPG image to PDF. (you can download Cute PDF for free which gives you a PDF printer in your print dialog.)

Search google for "PDF SAM" and follow the links to download PDF Split and Merge. this will give you the option to merge multiple PDF files.

It is pretty simple to do if you do it right.
Just get each to send you a JPEG of their signature( rather than a signed document) and you can add both signatures to one PDF document.
This can be done in Adobe Acrobat.
    I just did this recently.

Hi Philip, the glitch was that the pdf in question is a Government form and "protected" to preclude just that ... had tried all sorts of ways to insert signatures on the same page but wouldn't take. The powers that be need some sort of comfort that people actually physically signed.

The officer I phoned did say that if the respondents each physically signed and scanned the particular page we could "add" each page to the original document...
