Afaik,,
this MB only works with a Vid card,, even if your CPU has on-board graphics,,
The original Dell board would probably (possibly) have analog and display port outputs.
(Mini HDMI and Display Port)
If you're still using this board and its analog output it might be worthwhile trying the display port output via a suitable adapter to the monitor digital input.
On another tack, if booting via F8 into a basic boot mode does the video still flicker ? similarly by temporarily disabling unnecessary items using msconfig make a difference. If so this could point to driver or driver conflict issues.
IGD stands for integrated graphics device ie. onboard video and PEG stands for PCI express graphics ie. external video card.
