UNIX based OS's have a very different structure and strict permission systems as they were built for much larger multi user systems, hence, they are very easy to tie down effectively. The OS is also effectively very basic, so they only do what they have to do, which means they don't enable every potential security vulnerability just in case someone needs it. As a general rule, the UNIX default is OFF.
