Yes conisdering a lot are over 10 years old and originally the bags only had a life of 10 years...I thnk it was extended to something like 15 maybe 20....
however I believe it is very common for the bags not to deploy

It takes a hell of an impact to detonate the bags...
The bags only deploy in an almost direct frontal hit, glancing blows etc are off angle and wont trigger..
Nor do rollovers etc...
However, I have seen a D3 that hit a washout at 110km/h...
It was enough to crack the windscreen and detonate the entire compliment of airbags on board!!!
Insurance wrote the vehicle off, even with no structural damage as the cost to re-bag the vehicle was almost the price of a new one.
You may want to check the legalities of fitting a non airbag bar to a car with air bags.
Same goes for disabling them.
IIRC, if a safety system is installed by the vehicle manufacturer, then you would be running a legal risk to interfere with it.
And dont forget, if you have made "illegal" modifications to the vehicle, and then go for an insurance payout, they may reduce or deny your claim.
