Hey Steady on chaps, I was only after a bit of info, I didn't want to start a fight. I'm very grateful to everyone who has contributed to this post. Most of it has been very helpful.

your statement was clear and I'm sure what you said was correct. I was actually after info about 3.9 D1s and could easily have assumed ( makes an Ass of u & me;)) you meant the CR also decided whether a 3.9 should have Cats. If I checked the CR ratio of a 3.9 and made a judgement about whether a 3.9 should have Cats or not, it seems I might have jumped to the wrong conclusion:eek:.
Although the guts of a 4.0L are really only an improved 3.9. The stock ancilliaries, ignition and inlet manifold etc make them quite distinct. Thankyou for your input.

If I may clarify.
All official 3.9s that came to Australia were low comp. They were "Rest of World" spec. Any high comps were either imports or replacement TVR or UK blocks probably from TRS or others.
AFAIK this was because for a long time ( I don't know the cutoff date) All RRCs and D1s were considered commercial vehicles and did not have to comply with all Australian passenger car emission regulations.
I can only guess that LR wanted to save the money on the cats and o2 sensors as the circuitry is in the 14CUX for O2 sensors, but no wiring even in the 40 pin plug.
D2 with 4l also came with low comp for AFAIK the first about 3 years until about 2002-3 . AFAIK all the Thors came with cats regardless of low or high comp.

AFAIK Why all came with Low comp, is that 91 octane is the base unleaded in Australia, and 95 was initially not widely available in the country. Maybe LR decided that by 2002 It was widely enough distributed LOL.( it still isn't )
The Disco I's where imported as a commercial vehicles, as such didnt require cats
