Not quite sure what you mean.

The Disco is permanent 4WD, one cannot select 2WD.

One can select High Range, Neutral, or Low Range on the second lever.

Maybe if the drive to the rear diff is broken in the transfer case then without the CDL engaged it will not drive but with it engaged it is just driving the front wheels?

This is not the case with a standard Disco. Is yours modified to make it part time 4wd?

    Pete

Will it drive in low 2 wheel drive* (CDL disengaged)

Or as others have suggested, your Disco may be fitted with the Santana gearset with selectable 2WD/4WD without centre diff.

However if it won't move in low 2WD also you might actually a standard transmission and have a failure in one end, most likely a front CV joint.

probably a broken drive shaft, jack the car up and spin the wheels, if one spins when the car in gear you found the axle thats broken.

Will it work in normal low range?

With the car on the ground. If you put the transfer in neutral with the rear wheels chocked, hand brake on, can you climb under the car and rotate the front drive shaft. If it rotates you have a front end failure and as I said most likely a CV

If the front drive shaft doesn't rotate, take the hand brake off and try to rotate the rear prop shaft, if it rotates you have a rear end failure. So use Muddymech's test.
