Fuel pump or injector pump ? Unless the spring has been replaced it shouldnt be hard at all.
Had the fuel pump reconditioned. So I isolated the throttle cable today from my 300 tdi and cable all good. The spring fitted to the pump is the cause. Very strong spring. Has anyone modified the accelerator system in any way for a softer pedal.

The injector pump. Disconnect throttle cable and kick down cable and all good. There is a lot of tension from that spring.
Have you checked the load on the kickdown cable on its own, the pump throttle lever spring tension should not be that heavy as has already been said.
Too heavy tension on the spring, if that is what it is, could cause premature wear of the spindle, bush and seal of the throttle shaft.
Hard to see how spring tension could be wrong as it is the "hairpin" type, each end attaches to a fixed point, unless they fitted a much heavier spring than original.
Just another thought is the accelerator cable attached to the outer end of the lever on the pump, that could change the mechanical advantage significantly if it was not, I have heard criticisms of the "slow" throttle movement of the Tdi's and some guys move the accelerator cable connection point closer to the throttle shaft i.e. decreasing the radial length, it makes the throttle moves more quickly in relation to the pedal but makes the action harder.

Also check the route of your accelerator cable, you may have pulled it tight while working on the car.
Mine comes out of the firewall (engine side) and does a sharp turn behind the brake booster. Originally it was so hard I would get a cramp in the leg after an hours drive, so I lifted it out from behind the booster and decreased the curve in the cable and now it is much better.
Others I have looked at have a much longer cable and come straight out of the firewall, do a 720 loop and then go behind the brake booster and have a much softer pedal than mine.
